Active Shooter Emergency Protocol

Minnetonka Christian Camp is committed to providing a safe environment for every camper, staff member, volunteer, guest, and group leader on property. While violent incidents are rare, camps and churches must be prepared to respond quickly and decisively to any active shooter or armed intruder situation.

This plan outlines how camp staff, counselors, and group leaders respond to an armed threat, protect campers, communicate with emergency services, and assist law enforcement during an emergency. It applies to all staff, counselors, group leaders, campers, guests, and contractors on Minnetonka property at any time.

The primary response model for this plan is:

RUN — HIDE — FIGHT

Escape if possible. Hide if escape is not possible. Fight only as a last resort to protect human life.

  • THREAT LEVELS & RESPONSE

⚡ ALERT — Suspicious Behavior / Potential Threat

Examples may include:

  • An unknown person behaving aggressively or erratically
  • Verbal threats
  • Unauthorized firearm visible on property
  • Reports of concerning behavior

Response:

  • Notify Camp Director immediately.
  • Staff monitor the individual from a safe distance.
  • Limit camper movement if needed.
  • Prepare for possible lockdown or evacuation.
  • Law enforcement may be contacted for precautionary response.

🔶 WARNING — Confirmed Armed Individual on Property

Examples may include:

  • Person displaying a weapon
  • Threat made involving violence
  • Shots possibly heard in the area

Response:

  • Camp Director immediately initiates LOCKDOWN or EVACUATION depending on location of threat.
  • 911 is called immediately.
  • Staff and group leaders begin RUN — HIDE — FIGHT procedures.
  • All activities stop immediately.
  • Group leaders account for their groups as safely as possible.

🔴 ACTIVE THREAT — Shots Fired / Immediate Danger

Response:

  • Escape danger area immediately if safe.
  • If escape is not possible, lock down and barricade.
  • Silence phones.
  • Stay out of hallways, roads, and open areas.
  • Follow law enforcement instructions immediately upon arrival.
  • Medical aid is rendered only when the area is secure or directed by emergency responders.

🏃 RUN — EVACUATE IF SAFE

If a safe escape path exists:

  • Leave belongings behind immediately.
  • Move away from the threat as quickly as possible.
  • Help children and campers evacuate.
  • Keep hands visible at all times.
  • Warn others as you leave if possible.
  • Call 911 once safe.
  • Move to a designated reunification point unless directed otherwise by law enforcement.

Do not stop to gather personal items.

🚪 HIDE — LOCKDOWN IF ESCAPE IS NOT POSSIBLE

If evacuation is unsafe:

  • Move immediately into the nearest room or building.
  • Lock all doors if possible.
  • Barricade entrances with furniture.
  • Turn off lights.
  • Silence all phones completely.
  • Stay low and away from doors and windows.
  • Remain quiet.
  • Do not open doors for anyone unless clearly identified law enforcement instructs you to do so.

Preferred lockdown locations include:

  • Chapel (M)
  • Cafeteria (E)
  • Welcome Center (G)
  • Dorm buildings with lockable rooms

🛑 FIGHT — LAST RESORT ONLY

If directly confronted and your life is in immediate danger:

  • Commit fully to stopping the threat.
  • Use available objects as improvised weapons.
  • Multiple adults should act together if possible.
  • Focus on disarming or incapacitating the attacker long enough to escape.

Fight only if there is absolutely no safe alternative.

  • LOCKDOWN PROCEDURE — 7 STEPS

────────────────────────────────────────

Follow these steps immediately if a lockdown is initiated.

Step 1 — ANNOUNCE THE THREAT

Camp Director or staff member announces “LOCKDOWN” by radio, phone, in person, or available PA system. If communication systems fail, staff relay the warning verbally.

Step 2 — MOVE TO SAFE LOCATION

Group leaders and counselors move campers immediately into the nearest secure building or room. Avoid hallways, roads, parking lots, and open spaces.

Step 3 — SECURE THE ROOM

Lock doors immediately. Barricade entrances using tables, chairs, beds, or other heavy furniture. Cover windows if possible.

Step 4 — SILENCE & CONCEALMENT

Turn off lights. Silence all phones and radios unless needed for emergency communication. Everyone stays low, quiet, and out of sight.

Step 5 — ACCOUNT FOR YOUR GROUP

Group leaders conduct a silent headcount once secure. Report missing or injured persons to the Camp Director or 911 only if it is safe to communicate.

Step 6 — WAIT FOR LAW ENFORCEMENT

Remain in lockdown until uniformed law enforcement gives direct instructions. Do not respond to voices outside the room unless identity is verified by law enforcement.

Step 7 — EVACUATE WHEN DIRECTED

When instructed, evacuate calmly with hands visible and empty. Follow all commands immediately. Proceed to the designated reunification area for final accountability.

  • LAW ENFORCEMENT RESPONSE

When officers arrive:

  • Stay calm.
  • Keep hands empty and visible.
  • Do not run toward officers.
  • Follow commands immediately.
  • Expect officers to move quickly past injured individuals to stop the threat first.
  • Do not grab or approach officers unless instructed.

Camp staff should provide:

  • Last known location of threat
  • Number of suspected attackers
  • Description of suspect(s)
  • Known injuries
  • Missing persons information

  • REUNIFICATION & PARENT COMMUNICATION

Once law enforcement declares the area secure:

  • Camp leadership establishes a reunification area.
  • Final headcounts are conducted.
  • Parents and guardians are contacted as soon as practical.
  • Only authorized adults may pick up campers.
  • Media inquiries are directed only to the Camp Director or designated spokesperson.

Group leaders should avoid posting unverified information on social media during or immediately after the incident.

  • STAFF & GROUP LEADER RESPONSIBILITIES

Camp Director

  • Activates lockdown or evacuation procedures.
  • Communicates with law enforcement.
  • Coordinates reunification and parent communication.
  • Reviews this plan annually.

Camp Staff

  • Assist with lockdown or evacuation procedures.
  • Help secure buildings and direct groups.
  • Relay communication between leadership and groups.
  • Assist emergency responders when requested.

Group Leaders

  • Maintain current Church Roster at all times.
  • Know nearest exits and lockdown locations.
  • Keep campers together during any emergency.
  • Conduct headcounts after lockdown or evacuation.
  • Communicate with parents only as directed by Camp leadership.

Counselors

  • Stay with assigned campers at all times.
  • Keep campers calm and quiet during lockdown.
  • Help move campers quickly during evacuation.
  • Report missing or injured campers immediately if safe.

This plan is reviewed and updated annually by the Camp Director prior to each summer season. All full-time staff must review this plan before camp opens each year. Group leaders are expected to review this plan as part of their pre-arrival compliance materials.
